## Overview

Receive an overview of the 2020 revision of the CIGIE Quality Standards for Inspection and Evaluation (Blue Book). This seminar compares the seven standards for Inspections and Evaluations to the 2018 Yellow Book (revised in 2024 for implementation in 2025) to highlight the similarities and specific differences. Discuss the purpose and requirements of individual standards along with examples and challenges of implementation. Additionally, this seminar will highlight quick response techniques that can be applied to audits, inspections, or evaluations that will assist in performing work in a more efficient, timely, and agile manner.

- Review the purpose, principles, and applicability of the Council of Inspectors General for Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation (known as the Blue Book).
- Cover the seven general standards of the Blue Book.

#### Module 1: Blue Book 2020

- Understand the purpose and applicability of the CIGIE Quality Standards for Inspection and Evaluation (Blue Book).
- Compare and contrast the Blue Book with the GAO’s Yellow Book standards.
- Examine the seven Blue Book standards: Independence, Competence, Planning, Evidence Collection and Analysis, Reporting, Follow-up, and Quality Control.
- Understand how Blue Book standards provide flexibility and credibility in OIG operations.
- Learn how to align inspection activities with documented standards for accountability and transparency.

#### Module 2: Quick Response Techniques

- Recognize the increasing importance of timely audit and evaluation results.
- Identify situations that justify the use of quick response audits or evaluations.
- Learn techniques to limit audit objectives and scope for faster completion.
- Review best practices for framing audit/evaluation questions to yield actionable insights quickly.
- Explore real-world case scenarios to practice applying quick response methods effectively.
