## Overview

This course equips federal acquisition professionals with the regulatory knowledge and practical skills needed to conduct procurements using simplified acquisition procedures (SAP) under FAR Part 13. The course covers the full simplified acquisition lifecycle—from identifying applicable thresholds and authorities through market research, competition requirements, and award—with an emphasis on applying FAR requirements accurately and consistently. Participants examine how simplified acquisition methods support timely mission delivery while maintaining competition, transparency, and sound acquisition judgment.

Through scenario-based instruction and applied exercises, participants engage with key topics including micro-purchase authority, Governmentwide Purchase Card (GPC) procedures, purchase orders, blanket purchase agreements (BPAs), and indefinite delivery contracts. The course also addresses documentation requirements, competition exceptions, post-award administration responsibilities, and the compliance expectations that define professional conduct in the simplified acquisition environment. By the end of the course, participants are prepared to plan and execute simplified acquisitions responsibly and in accordance with applicable federal procurement regulations.

- Explain the purpose and scope of micro-purchase authority under the FAR.
- Apply the Governmentwide Purchase Card (GPC) program in compliance with applicable regulatory requirements.
- Identify internal control considerations and oversight responsibilities for purchase card use.
- Recognize restrictions and conditions applicable to micro-purchase transactions.

#### Module 3: Simplified Acquisition Methods: Purchase Orders, BPAs, and Indefinite Delivery Contracts

- Identify and distinguish among purchase orders, blanket purchase agreements (BPAs), and indefinite delivery contracts.
