## Overview

Federal supervisors and managers are responsible for making personnel decisions that must withstand legal, procedural, and oversight scrutiny. This two-part certificate provides a comprehensive progression from understanding the federal HR compliance framework to executing formal HR actions with confidence and consistency. Participants begin by examining Merit System Principles, Prohibited Personnel Practices, EEO requirements, and labor-management obligations to identify high-risk situations and know when to engage HR, EEO, or Labor Relations. Building on this foundation, the program then focuses on applied decision-making in areas such as position classification, hiring, performance management, and employee conduct. Through practical scenarios and structured guidance, supervisors learn how to document actions, apply due process, and manage performance and conduct issues in ways that are fair, defensible, and aligned with federal law and policy.

## What you'll learn
