# FPM 232: Applications in Contracting Course (Self-Paced)

## Overview

This course equips mid-level program and project managers with the skills to manage contracting activities within the federal acquisition framework. Participants learn how federal contracting differs from commercial practices and how to apply the Federal Acquisition Regulation throughout the acquisition lifecycle. Emphasis is placed on planning, requirements development, source selection, and award decisions that balance risk and achieve best value.

The course also covers post-award contract administration, including monitoring performance, managing changes, and collaborating with Contracting Officer’s Representatives to ensure successful outcomes. Through case studies and practical exercises, participants strengthen their leadership and communication skills while aligning their work with FAC-P/PM Mid-Level certification standards.

- Navigate the FAR and agency supplements to answer program questions.
- Understand roles of the KO, COR, PM, and legal across the acquisition team.
- Connect mission need to the appropriate contract approach.

#### Module 2: Acquisition Planning

- Build acquisition strategies aligned to risk, competition, and schedule.
- Translate market research into clear requirements and evaluation factors.
- Draft planning artifacts with audit-ready rationale.

#### Module 3: Source Selection

- Structure evaluation criteria and rating methods for best value.
- Run compliant, well-documented evaluations and communications.
- Document award decisions with defensible tradeoffs.

#### Module 4: Performance & Administration

- Baseline cost, schedule, and quality and monitor contractor performance.
- Manage modifications, claims, and performance issues with the COR.
- Keep the contract file current and accurate.

#### Module 5: Putting It All Together

- Apply an end-to-end case tying planning, selection, and administration.
- Identify lessons learned to improve future acquisitions.
