## Overview

Inspector General Semiannual Reports to Congress are perhaps the most important tool, as intended by the IG Act, of OIG independence for promoting accountability in each department and agency. This course will help attendees plan and efficiently prepare impactful IG Semiannual Reports to Congress.

The course covers IG Act Section 5(a) statutory requirements, the GAGAS seven report quality elements, the OMB Circular A-50 process timeline, and the Good Accounting Obligation in Government Act, providing both the legal framework and the practical tools to meet mandated deadlines with quality and impact. Participants work through 10 hands-on exercises, including building production schedules and points-of-contact lists, and drafting write-ups for realistic scenarios such as a major contract audit and an investigation resulting in debarment.
