Understand who meets the definition of veteran; who is entitled to preference in employment in the competitive and excepted services; and the circumstances under which veterans' preference applies, including competitive appointments, noncompetitive appointments, and merit promotion.

Anyone who adjudicates veterans' preference claims or performs delegated examining work.

Note: Students should take one of the following courses or have equivalent experience before enrolling in this course: Federal Staffing and Placement (STAF7009), Basic Staffing and Placement (STAF7100A), Federal Staffing (STAF7102A), Processing Federal Personnel Actions (STAF7010), OR Basic Processing Personnel Actions (PROC7003A)
