The government needs executives who can provide strategic leadership and whose commitment to public policy and administration transcends their commitment to a specific agency mission or an individual profession.
The Senior Executive Service (SES) is a separate personnel system covering more than 7000 positions throughout the federal government. Selection into the Senior Executive Service is the result of a rigorous competitive process.
The Graduate School Leadership Development Program offers four SES seminars designed to help you position yourself for selection into SES. Each seminar reflects different key components of OPM's Executive Core Qualification (ECQ) Competencies.

- Seminars are open to current members of the SES seeking additional or refresher training in various executive competencies,
- Individuals participating in agency Candidate Development Programs, and
- Those at the GS 14-15 levels seeking to enhance their qualifications for entrance into the SES.

Executive Survival Skills (EXEC9911L)
This seminar focuses on challenges facing today's federal leaders and addresses theoretical and practical aspects of leadership essentials for survival in today's changing environment. You learn successful strategies that will expand and enhance your leadership capabilities. Executive Core Qualifications (ECQs) addressed are Leading People, Leading Change, Building Coalitions/Communications and Business Acumen.
Leading People (EXEC9912L)
Leading People is a highly interactive three-day seminar. You participate in a broad variety of proven leadership training activities and increase your awareness of leadership competencies such as team building, conflict management and leveraging diversity. The seminar addresses the following ECQ leadership competencies: Conflict Management, Leveraging Diversity, Integrity/Honesty, Human Resources Management and Team Building, as well as the following ECQs: Business Acumen, Leading Change and Results-Driven
Managing for Results (EXEC9913L)
Managing for Results is a three-day seminar addressing the issues and concerns affecting the balanced scorecard, entrepreneurship, accountability and much more.

Washington Executive Seminar (EXEC9904L)
This is a two-week nonresidential program that focuses on the Executive Core Qualifications (ECQs) of Leading Change and Building Coalitions/Communications. The Washington Executive Seminar meets the U.S. Office of Personnel Management requirement that participants in agency-specific candidate development programs have an 80-hour interagency training experience. While the Washington Executive Seminar focuses on Leading Change and Building Coalitions/Communications, it also touches on the other ECQs as well. You gain from individual and group activities, exercises and presentations and take advantage of the Washington location to interact with Congress, as well as specialists in federal government operations.
To register, please call the Center for Leadership and Management at (202) 314-3580 and request to be enrolled in one of the four SES Development Seminars that are offered. There is no required seminar sequence or time limitation to complete the series. Upon completion of all five seminars, a certificate is awarded.
All the SES Candidate Development Seminars are conducted within the immediate D.C. area at sites easily accessible to the Metro.
Agencies should submit an approved training form completed with all necessary signatures prior to the start date of the seminar. Telephone nominations will be accepted pending the receipt of a completed agency training form
(SF-182). Agencies may also use government-issued credit cards or checks made payable to the Graduate School.
