After 130 years of service, Southeastern University has officially closed. Your academic and financial records are now in the custody of the Higher Education Licensure Commission (HELC) — the official repository for records of closed postsecondary institutions in the District of Columbia.
Transcripts & Verification Requests
Requesting your records is simple. Visit the HELC website at helc.osse.dc.gov and follow these steps:
- Click "Students" in the header menu
- Select "Transcript/Verification Request" from the dropdown
- Choose either "Request Transcript – Former Students" or "Request Enrollment Verification – 3rd Party Company"
- Complete and submit the fillable request form
What to know before you request:
- Official transcripts bear the HELC seal and are sent directly to institutions (schools, employers). Copies sent directly to students are considered unofficial.
- Verifications are issued to institutions only.
- Cost: $10 per transcript. You'll receive payment instructions by email once your document is ready.
- Processing time: Please allow up to 30 days. You may opt in to receive text alerts in addition to email notifications. Be sure to check your junk/spam folder for updates.
Degree Attestation
If you need your Southeastern University degree attested, HELC's partner ROCA Services handles this process for a fee. Contact ROCA Services directly to get started:

How the attestation process works:
Upon receiving your written permission, HELC will provide ROCA Services with a certified transcript, a custodian letter, an enrollment verification letter, and a notarized copy of your SEU diploma. ROCA then submits these documents to the appropriate government agencies — including the State Department and relevant embassies — as requested.
If your employer requires the original diploma for attestation, you must order it through HELC. Please allow 4 to 6 weeks for the vendor to produce the diploma.
If you don't need the original attested, simply email a copy of your diploma to the HELC.
