On a federal level, we often break up responsibilities for monitoring a grant into two main categories: program officers and grant officers. Sometimes these are called project officers, program officers, or project or program coordinators. So, their primary focus is, is programmatic oversight.

They're usually the technical experts or the SME, subject matter experts. When it comes to program planning and development, they develop program strategies, goals, and objectives, and make sure they are critically aligned to those strategic goals and objectives established by the federal awarding agency. They review funding opportunity announcements and contribute to program design.

During the application and review stage, during pre-award, they assess proposals for programmatic merit. They are usually involved and are the decision makers when it comes to ultimately getting the grant, since they will be working on the programmatic side of monitoring during post-award. When it comes to monitoring and oversight during post-award, they conduct site visits.

They regularly review interim required programmatic reports. Sometimes they may do virtual or subject technical advisement, or they may also engage in virtual site visits. Additionally, in cooperative agreements and grants, they collaborate and coordinate on subject matter and technical aspects of the grant and program execution.

Ultimately, the program officer is responsible for the effective execution of the grant.
