The Federal HR Processing Certificate Program focuses on real issues and consists of courses that are practical, job-related, and federal specific. Courses required for this certificate cover the legal, technical, and procedural knowledge needed by those who work in the HR processing arena. Since errors in personnel action processing have significant impact on employee careers, finances, rights, retirement, and benefits, it is essential that HR practitioners doing processing work learn what to do and how to do it right. Because the work done by these practitioners impacts government wide HR data, a misunderstanding of these specialized requirements can result in inaccurate information being used to make management and mission decisions.
This is the recommended order, but some courses may be taken in a different order.
Unit 1 3 Days
This course introduces participants to the principles and processes of federal human resources management (HRM) within the unique merit system environment. Through expert instruction, participants will explore key HRM functions and their interrelationships to effectively manage federal employees.

Gain the skills to assess and apply veterans' preference accurately and keep your personnel actions compliant with current federal hiring law.
Unit 4 1 Day
Learn to determine creditable service and compute all types of Service Computation Dates accurately. This course emphasizes hands-on exercises to verify service, apply SCD rules, and make necessary updates.
Unit 5 1 Day
This course provides HR professionals and retirement counselors with the knowledge to explain how Social Security and Medicare benefits interact with federal retirement systems. Participants will gain a comprehensive understanding of eligibility, benefit calculations, and how these programs affect retirement planning for federal employees.
Unit 6 1 Day
This course provides HR professionals and benefits counselors with the essential knowledge to administer and explain federal health and insurance programs. Participants gain a clear understanding of eligibility, enrollment, and key benefit features to confidently guide employees and retirees.
Unit 7 2 Days
This course provides HR professionals and retirement planners with the essential knowledge to advise federal employees on retirement benefits under the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS). Participants will gain an in-depth understanding of eligibility requirements, service crediting, benefit computation, and the Thrift Savings Plan (TSP) to support informed retirement decisions.

Judy Mintze is a retired Federal HR instructor with over 30 years of experience specializing in Federal Human Resource Processing and Personnel Actions (FPPA). She holds a Bachelor of Arts degree from Indiana Wesleyan University and has dedicated her career to teaching federal HR professionals. Judy is known for creating engaging and inclusive learning environments where participants feel empowered to ask questions and apply federal laws, rules, and regulations to their work. Her expertise spans a wide range of HR topics, including recruitment, pay setting, and personnel action processing.
During her tenure as an HR Specialist at the Defense Finance and Accounting Service (DFAS), Judy served as a Senior Human Resource Instructor, training newly hired HR staff on complex topics such as developing assessment materials, adjudicating veterans' preferences, and setting pay. She also developed course materials, lesson plans, and examinations, ensuring her students were well-equipped to navigate the complexities of federal HR processes. Judy’s passion for teaching extends beyond the classroom, as she has also conducted federal resume writing workshops and contributed to process improvement projects to streamline hiring practices.

Notable achievements include leading the Department of Transportation’s efforts to become a “Telework Ready” agency, implementing its HR Accountability and Pathways Programs, and spearheading process improvements that significantly reduced error rates and enhanced performance management scores.
Beyond government service, Sineta has extended her expertise to the classroom as an Adjunct Human Resources Instructor with Graduate School USA, where she equips HR professionals, supervisors, and executives with practical and technical knowledge in federal human resources systems, policies, and practices.

Rhonda Coachman-Steward is a seasoned federal human resources leader with more than 30 years of experience in recruitment, staffing, classification, employee relations, executive resources, and HR policy development. She has held senior HR roles across multiple federal agencies, including the Department of Housing and Urban Development, the Department of Veterans Affairs, the Department of Health and Human Services Office of Inspector General, the Department of the Treasury, and the U.S. Secret Service. She is known for her strong analytical skills, strategic leadership, and deep expertise in federal HR operations and systems.
At Graduate School USA, Ms. Coachman-Steward teaches a range of Federal HR training courses, drawing on her extensive experience overseeing major HR functions and advising senior executives.
