Understanding the flow of funds is essential whether you are a recipient, sub-recipient, or an employee of a federal agency. It once again starts off with congressional appropriation to the Office of Management and Budget and is based on the final version of the approved budget proposed by the President. After that, OMB creates apportionments to federal agencies.

They don't receive all of the money up front after Congress has appropriated the funds. Federal agencies receive this money in allotments through OMB, and this is based on individual departmental budgets, which may be adjusted. Finally, after agencies receive the money, they also make their own allotments to the assistance programs based on their priorities, and program award funds to prime grantees who may sub-award it to the last chair, either sub-recipients or, finally, to the beneficiaries that the grant programming funding is intended to serve.
