So, what's the responsibility of the recipient or the grantee? The recipient or grantee is one who is receiving funds from a grant. They have to implement the award objectives as expressly identified in the federal award agreement. They have to identify, understand, and adhere to the award terms, general terms, and conditions, and to all applicable regulations through the use of appropriately designed and implemented internal controls.

They have to exercise fiduciary responsibility. They have to manage the project and the funds effectively and efficiently. They have to maintain, report, and provide access to all the records, data, and documentation as required, and provide such documentation when requested by any authoritative body.

They have to maintain open, full, effective, and responsive communication with all parties, the grantor, perhaps fellow grantees, subrecipients, and definitely the beneficiaries. They have to perform oversight internally and of any subrecipients if they are a pass-through entity. And a pass-through entity is a recipient of funds that has been approved to subaward, PTE for short.
