Position Management Tools and Techniques

Explore tools like job analysis to identify position requirements, restructure duties, eliminate redundancies, ensure accountability, and align staffing and classification with organizational needs.

Position management relies on structured tools that align staffing needs with organizational goals. Job analysis plays a central role in identifying the knowledge, skills, and abilities necessary for each position, allowing for improved recruitment, selection, and unit design.

Welcome back for Module 4, Position Management Tools. And so in the last module, we talked about the best approach to designing positions or restructuring a unit, and how you begin by considering the agency's mission. Then we looked at the structure and its effect on the unit or positions in question.

Then we defined the problems we wanted to solve using the symptoms of the Position Management Problems and Purpose Guide. And so by recognizing the problems and defining them, we were able to concentrate on the purpose of each position under review. And so describing a position's purpose not only identifies the reasons for the position's existence, but it also allows you to examine the materials, equipment, and anything else that's needed for the position to function adequately.

And it also identifies the position's relationship to other positions in the unit. Now in Module 4, we're going to talk about the tools necessary to facilitate the organization's position management program or position management design. And so we're going to describe the staffing and classification tools available for better position design.

And we're going to select the appropriate tool to solve a position management problem. And so what we're going to do is we're going to start with job analysis. And so if you're a staffing or a recruitment person, you are familiar with the job analysis process.

The job analysis is a systematic process used to identify the knowledge, skills, and abilities, or the KSAs and competencies needed to successfully perform the duties of the position. And so in that process, we're identifying the possible ways of restructuring the work activities, which is position management. We're ensuring the right applicant pool is reached, which is recruitment.

And we're determining the best candidate for the position, which is selection. And so that is the entire process. Identify the position, recruiting for the position, and selecting for the position.

And so while those three activities are interrelated, we will concentrate on the importance of job analysis in the position management process. It is a valuable tool when designing positions or restructuring the unit because it provides convenient methods for the supervisor to check for such things as duplication of work among positions, lack of accountability, high-level duties spread thinly across several positions, and expertise identified for the right position.
