Navigating the use of AI assistants responsibly is essential to prevent unintended consequences and maintain the integrity of government work.

The Foundation: Guardrails for Government AI Use

When working with AI, especially in a government context, a clear set of rules is necessary to guide your interactions. These "guardrails" are not meant to restrict innovation but to ensure that technology is used in a safe, ethical, and effective manner. Every government employee should be aware of these core principles before inputting any information into an AI model.

The primary directive is to protect sensitive information. This means you should never enter Personally Identifiable Information (PII) or Protected Health Information (PHI) into a public or consumer-grade AI tool. This includes names, addresses, email addresses, or any other data that could identify an individual. Always follow federal and agency-specific guidance on AI use, as these policies are designed to mitigate risks. Additionally, it is crucial to always verify the sources and accuracy of AI-generated outputs and be constantly aware of the potential for bias to ensure fair and equitable results.

Protecting Data Privacy in Every Prompt

Data privacy is a non-negotiable aspect of using AI in the public sector. A single mistake could lead to a significant data breach, compromising citizen information and eroding public confidence. To avoid the leakage of PII or PHI, you must be diligent about the data you use.

Here are some practical steps to follow:

For example, instead of asking the AI to "clean a list of resident email addresses," you would provide a sample list with fictional information. This practice allows you to harness the AI's power for tasks like data cleaning and analysis while upholding your duty to protect private information.

Addressing Bias and Ensuring Fairness

AI models learn from the vast amounts of data they are trained on. This data, which is collected from the internet and other sources, can contain existing human biases. After you have completed a task with an AI assistant through a series of conversational turns, you can ask the AI to reflect on the exchange.

Try using a prompt like this: "Given our conversation and my desired outcome, write a single, improved initial prompt I should have started with. Include the ideal role, constraints, input/output formats, tone, and any pitfalls to avoid." This meta-prompt helps the AI analyze the workflow and provide you with a more efficient and effective prompt for future use. It’s a method for continuously improving your skills while ensuring your prompts are designed from the start to be ethical and effective.
