This program is tailored for professionals who have been leading others formally or informally for three years or less, or those who are in new leadership roles or have recently been promoted.
By completing this certificate program, new and current leaders will be well-equipped to lead their teams and organizations effectively. Participants should expect to complete the program within one (1) year.
This is the recommended order, but some courses may be taken in a different order.
Unit 1 1 Day
Learn how to manage change effectively in the workplace by applying a structured framework and recognizing emotional, behavioral, and cultural responses. This course provides leaders with tools to facilitate smoother transitions and achieve desired outcomes.
Unit 2 2 Days
Explore key techniques for engaging employees through active listening, feedback, and coaching in federal or public-sector settings. Participants gain skills to foster trust, improve communication, and support professional growth across teams.
Unit 3 1 Day
Build the foundational skills needed to lead and manage others by exploring the differences between leadership and management, navigating the transition into a leadership role, and applying practical strategies for decision-making, goal setting, and managing competing priorities.
Unit 4 1 Day
Designed for recently promoted managers or those who lead others in formal or informal roles for three years or less, this one‑day course explores the fundamentals of managerial effectiveness. Training offers a practical overview of federal financial, human capital, and technology management, emphasizing real-world application in workplace settings.
Unit 5 1 Day
Learn to earn trust and guide outcomes by influencing others through leadership behaviors and relational skills. This course focuses on building persuasive relationships, enhancing stakeholder credibility, and effectively communicating to lead shared initiatives.

This course is designed to introduce government workers to the world of Artificial Intelligence (AI). This course provides foundational knowledge of AI technologies like machine learning, deep learning, and large language models, and helps participants understand how AI can be used to enhance productivity, decision-making, and problem-solving. I learned a few nuggets today. One in particular is that I will no longer focus on the most senior SME employee and engage with the employee that is more eager to be a part of the change.
Fatimah is clearly a subject matter expert on change management. She shared applicable stories to connect the content to real-life situations and highlighted great best practices. She also did an excellent job of relating to varying levels of proficiency. She was relatable, confident, engaging, curious, and passionate about the work. Lastly, I enjoyed watching her utilize her broad range of career experiences and training to create a people-centered curriculum. I am so happy I get the chance to rate Brian Simms. He was outstanding. In fact, he is one of the best training instructors I have ever had in all my years of taking training through the government. He was well-informed, interesting, and funny. He made the four hours pass very quickly, and he kept the audience thoroughly engaged the entire time. It was never boring, and he made sure we understood the material before he moved on to the next subject. I thoroughly enjoyed the training and would love to take more training taught by Mr. Simms.

Mr. Simms was very informative! He gave GREAT examples and exercises to strengthen the little knowledge I already had about AI. The questions from others enlightened me to continue working with AI using different models. I will practice writing prompts and using the RACE framework to see what else I can produce and explore. Also, I learned about being careful to check the settings and learning more about the model to use it to my advantage as the resourceful tool that it is.
The instructor did a great job of presenting the materials, providing pertinent explanations where needed, and engaging with the group. I feel like I have a much better understanding of the basics of the different AI platforms, for example.

Drawing from her own leadership journey, Amy has worked with organizations and individuals worldwide, tailoring her approach to diverse organizational cultures. She leverages her expertise to teach leadership concepts, integrate diverse teams, and enhance emotional intelligence, fostering improved performance, communication, and accountability.
Amy’s career spans both public and private sectors, giving her a unique perspective on transformational change and team building. At the Federal Bureau of Investigation, she led diverse teams addressing national security and criminal threats, implemented systemic organizational changes, and served as the first analyst in four senior leadership roles, including Deputy Assistant Director for Intelligence, where she managed a $100 million budget and a team of over 350. In the private sector, she excelled as Managing Director of Aon’s Cyber Solutions Intelligence Practice, leading a global team in cyber investigations and consistently surpassing financial goals.
Amy holds two Bachelor of Arts degrees from Bradley University, a Master of Arts from George Washington University, and executive education certificates from Harvard Business School and INSEAD. Deborah Deichman is a management and communications specialist who has developed and delivered training programs in the public sector since 1975. To date, she has trained over 20,000 participants in techniques that enhance management and employee productivity as well as increase their contributions to their organizations. She is known for her ability to quickly adapt to the unique needs of each organization and to rapidly establish rapport with her widely diverse participants. As a result, Debby has conducted training in over 300 federal government agencies that include USAID, Department of Defense, Customs and Border Protection, and USDA Research Centers.
Ms. Deichman’s flexibility has also allowed her to transition easily from face-to-face classroom training to virtual-led and self-paced online training. Debby’s versatility makes her valuable to several curriculum areas in the Graduate School USA, including the Center for Leadership and Management as an instructor for the Aspiring Leader, New Leader, Executive Leader, and Executive Potential Programs, as well as a reviewer for the Executive Potential Program. She has also served as a trainer to foreign service nationals across the world. Additionally, Debby is skilled in instructional design and redesigned the GSUSA flagship course, Introduction to Supervision. Most recently, she designed 5 courses for the new Emerging Leader Certificate.
Ms. Deichman’s educational background includes a Master of Education in Counseling from the University of Virginia and a Bachelor of Arts in Sociology from the College of William and Mary in Virginia.
Debby is a two-time recipient of GSUSA’s highest honor, which is the Faculty Excellence Award, which speaks to the value she brings to her own organization as well as to those in which she conducts training. She also received a newly created Customer Feedback Award for 2023 and 2024 and served on the GSUSA Instructor Advisory Board.

Daniel has devoted his career to developing the communication and technical skills of professional staff, with experience as a trainer and speaker spanning five decades. He specializes in business writing, technical writing, auditing, interpersonal communication, and critical thinking, basing his course content on "real-world" work situations and combining discussion with team exercises to create an exciting learning environment that addresses both individual and organizational goals.
After serving in the Air Force and completing a federal career at the U.S. Department of Justice, where he led reviews of federal programs and taught classes on writing, auditing, and public speaking—Dan has taught thousands of employees nationwide in the public and private sectors, including clients such as NASA, FEMA, the FBI, Pfizer, Norfolk Southern, and the Department of Homeland Security. He holds a B.S. in Zoology from Duke University and an M.A. in Psychology and Organizational Development from West Georgia University, and received the Customer Excellence Award from Graduate School USA in 2023.
